Matt Cartwright ’83
Sol M. Linowitz Professor of International Affairs

U.S. Representative Matt Cartwright (PA-8) served from 2013 to 2025.
Cartwright introduced more bills with bipartisan support than any other House Democrat during his tenure. He was named one of the most effective House Democrats by the Center for Effective Lawmaking. He authored 16 bills that were signed into law by three Presidents. Among them was the Camp Lejeune Justice Act, to benefit U.S. Marines and their families poisoned by well water at that military base.
A member of the Appropriations Committee, Cartwright served as chairman of its Commerce, Justice and Science Subcommittee. He spearheaded the effort to restore passenger rail from New York City to Scranton.
Cartwright served two terms in House Democratic Leadership as co-chair of its messaging arm. He was also a vice chair of the Sustainable Energy and Environment Coalition.
Cartwright graduated from Hamilton College in 1983 and earned his J.D. from the University of Pennsylvania Law School in 1986.
